Impact Report 2024

Record numbers of Wisconsin residents participated in the 2024-25 Open Enrollment period for the Affordable Care Act (ACA) Marketplace.  

In all, a total of 313,579 Wisconsin residents selected Marketplace health insurance plans, an 18% increase over the 2023-2024 Open Enrollment period. 

These record numbers were made possible through the wide and multi-faceted reach of Covering Wisconsin’s 2024 promotion, education, and enrollment efforts shown here.

Enrollment Workforce Capacity

Navigators help consumers review their health plan options, renew or enroll in coverage, find financial assistance, resolve billing or coverage problems and file appeals.

Additionally, they actively work within communities to raise awareness and educate professionals at community organizations about publicly available health insurance and what to do in the case of health insurance scams.

  • 242 professionals earned full licensing credits through Covering Wisconsin training

  • 4 Navigators with Tribal membership or heritage.

Navigators are stationed around the state and are essential in connecting Wisconsin residents (from all 72 counties) to healthcare coverage. Navigators are federally-licensed to provide free help year round and help anyone in Wisconsin secure health insurance coverage, seek timely care, and navigate the healthcare system.

Outreach and Education

In 2024, Covering Wisconsin Navigators participated in 239 informational and tabling events educating the public about key health insurance terms, concepts, and programs.

We further gave 141 trainings for organizations who then help share health coverage information with their communities.

Informational flyer from BadgerCare Plus with guidance on what to do if sick or hurt, including calling your doctor’s office, calling a 24-hour nurse hotline, going to an urgent care clinic, and options for medical emergency assistance. The flyer emphasizes making sure your insurance is active before seeking care and lists symptoms your doctor can help with, like earaches, cough, fever, and migraines. It includes contact numbers and websites for Wisconsin healthcare resources, with color-coded sections and icons for phone calls and clinics.

Regional & Affinity Networks (REN)

Since 2023, CWI has hosted and extended funding support to these regional, affinity, and statewide networks. RENs provide a venue for state and local partners to stay informed about policy changes, enrollment trends, and on-the-ground consumer situations. 

RENs offer an opportunity for outreach and messaging coordination among enrollment assisters, health plans and systems, and governmental agencies.

  • 10 RENs: 8 regional and 2 affinity enrollment networks, including the Hmong Enrollment Network and Latine Enrollment Network 

  • 2,335 members, with over 400 members attending meetings per calendar quarter
