How to match funding:
Your generous contribution to Covering Wisconsin’s Coverage Campaign may be eligible for match!
The Wisconsin Department of Health Services (DHS) has confirmed that contributions to Covering Wisconsin for this campaign would be eligible for match through federal Medicaid funds designated for outreach and education.
This is a 1:1 match and so doubles your impact and our ability to raise health coverage awareness and access in Wisconsin.
To be eligible:
Dollars used to provide your contribution cannot originate from federal funds.
All checks must arrive at DHS no later than August 31, 2025. Please allow at least 4 weeks for delivery.
To contribute and match:
Contributions must be submitted by paper check, payable to WI Dept of Health Services.
On the check Memo line, write: For 2025 CWI Coverage Campaign

Donor Recognition & Benefits
Health insurance outreach and enrollment yields substantial benefits to Wisconsin residents, to health care providers and payers, and to the state economy. Covering Wisconsin’s assistance with enrollment in and retention of Medicaid and the Marketplace coverage:
reduces uncompensated health care
promotes access to needed health care
encourages care at the right time, in the right setting
supports use of preventive services
allows for appropriate management of chronic conditions
supports consumers with inappropriate or unauthorized enrollments and scams
reduces household financial stress
Many understand the important ways that Medicaid benefits its members, while leveraging substantial federal funding. Enrollment in HealthCare.gov Marketplace also brings substantial federal funds into Wisconsin. About 90% of consumers in the Marketplace are eligible to receive federal financial help paying their health insurance premiums.
To benefit, consumers must be aware of enrollment options and take steps to enroll. Collaborative outreach and public education - with consistent messaging - raise awareness and move consumers to connect with Healthcare.gov, local Income Maintenance (IM) agencies, other assisters, and insurance agents and brokers.
The return on this investment is clear: adding 1,000 additional enrolled consumers to subsidized ACA Marketplace coverage yields an estimated $6.8 million in annual federal subsidy support to our state – a greater than 10:1 return on the dollar invested. Savings to providers from reductions in uncompensated care will further multiply this return on investment.

WI DHS has confirmed that contributions to governmental units are tax-deductible, including these contributions through DHS to Covering Wisconsin.

As a governmental organization, there is no requirement for DHS to provide a written acknowledgement like what is required from most non-governmental charitable organizations.

DHS is unable to create an invoice or request for payment given that these are considered voluntarily given donations.

Once contributions are mailed to the DHS-designated mailbox listed above and eligibility is confirmed, the checks are processed and provided to Covering Wisconsin through a contract.

Be sure to mail your check at least 4 weeks in advance and carefully follow the instructions listed above to help ensure your contribution arrives on time and can be counted.
If your contribution does not arrive at the DHS designated mailbox by August 31, 2025, you may be asked to cancel your check. Though your contribution will not be able to generate match, you can still contribute to Covering Wisconsin at any time of the year through our account at The UW Foundation.

Contributions to Covering Wisconsin (CWI) are also accepted through The UW Foundation, where CWI has a designated account. These contributions can be made at any time of the year.
Please note that donations made through The UW Foundation are not eligible for match.
