Consumer Assistance & Enrollment 

Record numbers of Wisconsin consumers participated in the 2023-24 open enrollment period for the Affordable Care Act (ACA) Marketplace.

The federal government newly reported that 263,866 residents selected ACA health insurance plans for 2024 – a 21% increase over the 2022-23 open enrollment period.

Over 77% of this year’s consumers were re-enrolling in plans, while 60,605 new consumers gained coverage through Wisconsin’s ACA Marketplace.

Partnerships around the state

Navigators and other enrollment assisters are essential in connecting Wisconsin residents to coverage. Over 205,000 consumers rely on active engagement to review their health plan options and available financial assistance to renew their coverage and re-enroll. 

Auto-enrollment accounts for just 28% of re-enrollments. Wisconsin’s rural consumers show significant reliance on the ACA Marketplace, accounting for 37% of all plan selections – exceeding the proportion (33%) of state residents in rural areas.
