Through dedicated outreach, personalized assistance, and a commitment to serve any resident, we have helped hundreds of thousands of Wisconsinites navigate their coverage options with confidence.

This report highlights our successes and the impact of our work as we continue our focus on accessibility, innovation, and community well-being.

Health Insurance Enrollment

291,336

individuals enrolled in a Marketplace plan.

During the 2025-26 Open Enrollment period, a total of 291, 336 Wisconsin residents signed up for health insurance through the Affordable Care Act (ACA) Marketplace.

This represents a 7% decrease as compared to the 2024-25 Open Enrollment period, though a 9% increase over the 2023-24 period. Consumer retention was made possible through the reach of Covering Wisconsin’s promotion, education, and enrollment efforts.

In 2025, Covering Wisconsin helped state residents access, understand, use, and keep health coverage by way of a dedicated team of 42 federally-certified and state-licensed Navigators

These Navigators included 11 bilingual Spanish-speakers and 2 bilingual Hmong-speakers.

Our exceptional 97% satisfaction rating reflects the expertise, commitment, and tireless drive for problem resolution our Navigators provide throughout the year. 

This supports Marketplace Open Enrollment and special enrollment periods, Medicaid application that can take place at any time, and all questions about using, paying for, appealing, and keeping coverage.
